The number of NGOs working in the rural development sector is quite high and the range of programmes which are taken up by these NGOs is also quite widespread. Thus, after National Consultation with leading NGOs it was decided that a Nodal NGO can be nominated in each State and perhaps in each district. These Nodal NGOs can ensure that CAPART's various programmes in rural technology, livelihood promotion, skill development and roof top water harvesting (water conservation) are followed up in a focused manner on a need-based and location-specific approach.
This enables CAPART and the State Government to reach the most backward and unreached areas through "targeted project" mode. This facilitates project and NGO mapping in real time and provides reliable information regarding unserved and underserved areas. The Nodal NGO can use the resources of the State Government, CAPART and its own local knowledge, experience and understanding of ground realities to build a database of grassroot NGOs. The Nodal NGO, while sponsoring suitable NGOs for taking up CAPART sponsored programme, can also recommend NGOs which might not have availed CAPART funds in the past but which have otherwise good track record in regard to the implementation of rural development programmes in the areas of its operation.
CEE was selected as Nodal NGO for six blocks viz. Ahwa, Kaparada, Dharampur, Songadh, Halvad and Jasdan. The main objective is to create and maintain a sound database of credible NGOs in the specified Blocks which could understand and then carry forward the CAPART schemes. Regular meetings and consultation to facilitate smooth implementation of the project activities and facilitation of various CAPART’s project through local NGO are conducted. The consultation meetings with NGOs are held for preparing proposal and submitting to the CAPART.
